Carl Moyer Grant Program Information
The Carl Moyer Program provides incentive grants for cleaner-than-required engines and diesel-powered equipment.
 
 

Carl Moyer Program Grant Funds Available

The Mendocino County Air Quality Management District has grant funds available for the State Air Resources Board Carl Moyer Program and will begin accepting applications as of March 25, 2014.

The Carl Moyer Program provides incentive funding for the replacement of older diesel engines with newer, low-emission diesel engines, alternative fuel engines, or electric motor replacement for certain applications. Grants cover the incremental difference of the cost for the purchase and installation of a low emission engine versus the cost of rebuilding the older, less efficient engine.  The District is currently accepting applications for:
 

On-Road application
Off-Road application
Agricultural pump application
Marine vessel application
Other equipment application


 
 Projects must meet the following criteria:

  • On-road equipment must be 14,000 Lbs. GVWR or greater.
  • Equipment must be operated in California at least 75% of the time.
  • Projects must meet cost effectiveness standards (low-use equipment may not qualify).
  • Emissions reductions must exceed the requirements of any applicable diesel regulation.
  • New diesel replacement engines must be the highest Tier available.

Original, signed applications must be received at the District office no later than 5:00 P.M., Friday, May 2, 2014. Due to the limited time for completion of projects, incomplete applications may not move forward in the approval process. Emailed or faxed applications will not be accepted.

Applicants must agree to operate the equipment funded by a Carl Moyer Grant for the life of the contract as determined by the type of project. Grants for equipment removed from service or sold during the life of the project must be repaid at a prorated rate. Approved projects under contract must be completed by June 1, 2016.

Local Program Information

The local program is accepting applications.

Deadline: May 2, 2014

On road trucks are only eligible for retrofit devices.

All other emissions reductions must be surplus to other adopted state regulations.
