Members of the public are welcome to address the Board on items not listed on the agenda, but within the jurisdiction of the Board of Supervisors. The Board is prohibited by law from taking action on matters not on the agenda, but may ask questions to clarify the speaker's comment. The Board limits testimony on matters not on the agenda to 3 minutes per person and not more than 10 minutes for a particular subject at the discretion of the Chair of the Board.
Individuals wishing to address the Board under Public Expression are welcome to do so throughout the meeting. To best facilitate these items, please review and complete the public comment/speaker form available at the back of the Boardroom and present to the Clerk. 5. COUNTY EXECUTIVE OFFICE AND DEPARTMENTAL MATTERS

Recommended Action/Motion: Accept the Chief Executive Officer's Report.
(b) Discussion and Possible Action Including Review, Adoption, Amendment, Consideration or Ratification of Legislation Pursuant to the Adopted Legislative Platform
Recommended Action/Motion: Provide direction to staff on matters of legislation.
(c) Discussion and Possible Action Including Adoption of Mendocino County's 2016 Legislative Platform
Recommended Action/Motion: Adopt the 2016 Mendocino County Legislative Platform as presented, and direct staff to forward the adopted platform to our State and Congressional representatives and County department heads.
(d) Discussion and Possible Action on Scope of Work for Identifying Strategies to Mitigate Pre-Fire Hazards such as Dead Standing Trees; and Authorization for Staff to Extend Agreement with Fire Safe Council to March 31, 2016
Recommended Action/Motion: Receive the scope of work presentation for identifying strategies to mitigate pre-fire hazards such as dead standing trees from the Fire Safe Council (FSC); and authorize staff to extend Agreement with FSC to March 31, 2016.
(e) Discussion and Presentation of Sonoma Clean Power’s (SCP) Community Choice Aggregation (CCA) Program’s New Customer Community Policy D-4 and Possible Authorization to Send a Member of the Board of Supervisors to Represent the County at SCP’s February 4, 2016, Board Meeting
Recommended Action/Motion: Receive the presentation of Sonoma Clean Power’s (SCP) community choice aggregation program’s new customer community policy D-4; and authorize a member of the Board of Supervisors to represent the County at SCP’s February 4, 2016, Board meeting.
PLANNING AND BUILDING SERVICES
(f) Informational Update on the Status of the Mendocino Town Local Coastal Plan Amendment (LCPA) and Possible Direction or Consideration of Coastal Commission Comments Regarding the Submitted Mendocino Town LCPA
Recommended Action/Motion: Accept the Mendocino Town LCPA status report and, as necessary, direct Planning and Building Services to respond to Coastal Commission comments regarding the LCPA.
(g) Transportation Director's Report
Recommended Action/Motion: Accept the report of the Transportation Director.
6. BOARD OF SUPERVISORS AND MISCELLANEOUS
(a) Supervisors' Reports Regarding Special Board Assignments, Standing and Ad Hoc Committee Meetings, and Other Items of General Interest
(b) Discussion and Possible Action Regarding a Report by the North Bay/North Coast Broadband Consortium/Broadband Alliance of Mendocino County on the September 2015 Telecommunication Outage and the Impacts on Residents of Mendocino County Including Transmission of Said Report to Legislators (Sponsor: Supervisor Hamburg)
Recommended Action/Motion: Accept the report by the North Bay/North Coast Broadband Consortium/Broadband Alliance of Mendocino County on the September 2015 telecommunication outage and the impacts on residents of Mendocino County; and further, authorize the posting of the report on the County's website and transmission of said report to legislators; and authorize Chair to sign same.
(c) Discussion and Possible Approval to File a Motion with the California Public Utilities Commission (CPUC) on Behalf of Mendocino County to Become a Party to a Current CPUC Proceeding Related to Recent Public Telecommunications Switched Network (PSTN) Failures (Sponsor: Supervisor Hamburg)
Recommended Action/Motion: Approve filing a motion with the California Public Utilities Commission (CPUC) on behalf of Mendocino County to become a party to a current CPUC proceeding related to recent Public Telecommunications Switched Network (PSTN) failures, and authorize the Chief Executive Officer to file the motion on behalf of the Board and sign any and all necessary documents related to the transaction.
(d) Discussion and Possible Approval of a Letter Sponsored by Senator Mike McGuire to AT&T Requesting to Schedule a Meeting including Humboldt, Lake, Mendocino, Napa and Sonoma Counties Regarding Recent Telecommunication Outages in the North Coast Region (Sponsor: Supervisor Hamburg)
Recommended Action/Motion: Approve the letter sponsored by Senator McGuire to AT&T requesting a meeting regarding recent outages in the North Coast region and authorize Chair to sign same.
(e) Discussion and Possible Adoption of Resolution Establishing the Hopland Municipal Advisory Council (Sponsor: Supervisor Hamburg)
Recommended Action/Motion: Adopt Resolution establishing the Hopland Municipal Advisory Council and authorize Chair to sign same.
