Members of the public are welcome to address the Board on items not listed on the agenda, but within the jurisdiction of the Board of Supervisors. The Board is prohibited by law from taking action on matters not on the agenda, but may ask questions to clarify the speaker's comment. The Board limits testimony on matters not on the agenda to 3 minutes per person and not more than 10 minutes for a particular subject at the discretion of the Chair of the Board.

Individuals wishing to address the Board under Public Expression are welcome to do so throughout the meeting. To best facilitate these items, please review and complete the public comment/speaker form available at the back of the Boardroom and present to the Clerk. If you wish to submit written comments, please provide 10 copies to the Executive Office staff, located in the County Administration Center, Room 1010. Recommended Action/Motion: That the Board of Supervisors provides direction to staff regarding matters of legislation.

(c)         Appointment of Two Nominees to Two Year Terms on the Mendocino County Lodging Business Improvement District (BID) Advisory Board

Recommended Action/Motion: Appoint Susie Plocher as the BID Advisory Board's Second Coastal Region Representative, and appoint _______________ as the BID Advisory Board's MCLA Representative.

(b)        Approval of Mendocino County Health and Human Services Agency (HHSA) Public Health Animal Care Services (ACS) 60-Day Dog License Amnesty Program for Residents of Mendocino County (Sponsor: Supervisor Brown)

Recommended Action/Motion: Approve Mendocino County Health and Human Services Agency (HHSA) Public Health Animal Care Services (ACS) to implement a 60-day dog license amnesty program for residents of Mendocino County.

(c)         Informational Presentation by the InterTribal Sinkyone Wilderness Council (ITSWC) (Sponsors: Supervisors Smith and Hamburg)

Recommended Action/Motion: No action necessary as this is an informational item only.

The Mendocino County Board of Supervisors meets concurrently as the Board of Directors of the: In-Home Supportive Services Public Authority Governing Board; Mendocino County Air Quality Management District; Mendocino County Library District; Mendocino County Public Facilities Corporation; Mendocino County Water Agency; and the Board of Supervisors Acting as the Governing Board of the Successor Agency for the Redevelopment Agency of the County of Mendocino.

Recommended Action/Motion: Eliminate the Victim Witness Coordinator position, authorize layoff of affected incumbent(s), and sustain the essential functions of the Victim Witness program.

EXECUTIVE OFFICE

(b)        Approval of Distribution of California Municipal Finance Authority (CMFA) Charitable Donation

Recommended Action/Motion: Approve the equal distribution of California Municipal Finance Authority charitable contribution between the Mendocino County Historical Society, Leadership Mendocino, and Plowshares; further directing staff to issue letter describing said distribution to CMFA.

GENERAL SERVICES AGENCY

(c)         Approval of Memorandum of Understanding with Covelo Community Services District and Round Valley County Water District to Allow Shared Use of the County's Building at 76301 Main Street, Covelo

Recommended Action/Motion: Approve Memorandum of Understanding with Covelo Community Services District and Round Valley County Water District to Allow Shared Use of the County's Building at 76301 Main Street, Covelo, authorizing the Chair to sign same.

HEALTH AND HUMAN SERVICES AGENCY

(d)        Approval of Amendment with Ford Street Project, Inc. to Increase the Agreement amount by $15,675 to Add the Provision of Drug and Alcohol Services in Fiscal Year 2012-2013

Recommended Action/Motion: Approve and authorize the Board Chair to sign amendment to increase the agreement amount by $15,675 to add the provision of drug and alcohol services in Fiscal Year 2012-2013; and authorize the Health and Human Services Agency Director to sign any future amendments to the agreement that do not increase the annual maximum amount.

PLANNING AND BUILDING SERVICES

(e)        Adoption of Private Road Name Petition No. RN 8-2012 - Outlaw Springs Road, Mendocino

Recommended Action/Motion: Finding Private Road Name Petition RN 8-2012 to be in conformance with Mendocino County Code 18.16.070, the Board of Supervisors approves and adopts "Outlaw Springs Road" as the name for this private road and directs the Department of Planning and Building Services to assign the proper addresses.
