Members of the public are welcome to address the Board on items not listed on the agenda, but within the jurisdiction of the Board of Supervisors. The Board is prohibited by law from taking action on matters not on the agenda, but may ask questions to clarify the speaker's comment. The Board limits testimony on matters not on the agenda to 3 minutes per person and not more than 10 minutes for a particular subject at the discretion of the Chair of the Board.

Individuals wishing to address the Board under Public Expression are welcome to do so throughout the meeting. To best facilitate these items, please review and complete the public comment/speaker form available at the back of the Boardroom and present to the Clerk. If you wish to submit written comments, please provide 10 copies to the Executive Office staff, located in the County Administration Center, Room 1010. COUNTY EXECUTIVE OFFICE AND DEPARTMENTAL MATTERS

5.   County Executive Office and Departmental Matters                                                       

EXECUTIVE OFFICE

(a)         Adoption of Resolution Opposing the Governor's Proposed Redirection of County Health Realignment Funds Associated with Implementation of Federal Health Care Reform (Affordable Care Act) in California, and Support of the Alternative Funding Formula Proposed by the County Medical Services Program (CMSP)

Recommended Action/Motion: Adopt the Resolution that states the Board of Supervisor's opposition to redirection of County funds as well as its support of the joint CMSP/CSAC alternative proposal to protect baseline funding to CMSP counties. Direct staff to expedite transmittal of this adopted resolution to associated stakeholders.

GENERAL SERVICES AGENCY

(b)        Discussion and Possible Action Regarding the County's Five Year Capital Improvement Plan Priorities

Recommended Action/Motion: The Board of Supervisors hereby approves the 2013-2017 Capital Improvement Plan.

HUMAN RESOURCES

(c)         Presentation of Employee Service Awards for 15-35 Years of Service - Followed by a Reception with the Board

Recommended Action/Motion: Present Employee Service Awards to eligible recipients for 15-35 years of service to Mendocino County, followed by a reception in their honor in Conference Room A.

PLANNING AND BUILDING SERVICES

(d)        Noticed Public Hearing - Consideration of Two Appeals to an Unclassified Use Determination that "Small Indoor Green Waste Composting Facilities" are a Type of General Industrial Use

Recommended Action/Motion: The Board of Supervisors deny the appeals and approve Unclassified Use Determination made by the Planning Commission that the Small Indoor Green Composting Facility is consistent with the General Industrial use definition; is substantially different from previously approved compost facilities; did not create a new use classification; and was approved consistent with the authority granted by the zoning ordinance.

(e)        Director's Report

Recommended Action/Motion: Accept the report of the Planning and Building Services Director.

(f)          Informational Presentation and Update by BI, Inc. on the Operations and Accomplishments of the County's AB 109 Day Reporting Center

Recommended Action/Motion: Accept the informational presentation and update by BI, Inc., on the operations and accomplishments of the County's AB 109 Day Reporting Center.

TRANSPORTATION

(g)        Informational Presentation and Possible Action Related to Both the Current Status of Mill Creek Dam Mitigation Measures and an Update on the Long-Term Maintenance of the Mill Creek Dams (Sponsors: Department of Transportation and Planning and Building Services)

Recommended Action/Motion: Accept the information and provide direction to staff.

The Mendocino County Board of Supervisors meets concurrently as the Board of Directors of the: In-Home Supportive Services Public Authority Governing Board; Mendocino County Air Quality Management District; Mendocino County Library District; Mendocino County Public Facilities Corporation; Mendocino County Water Agency; and the Board of Supervisors Acting as the Governing Board of the Successor Agency for the Redevelopment Agency of the County of Mendocino.
