Recommended Action/Motion: Deny the appeal and uphold the Coastal Permit Administrator decision to approve CDP 12-2012 (State Parks).

Recommended Action/Motion: Adopt the Resolution as submitted, authorizing the Chair to sign same.

(f)          Adoption of Resolution Pursuant to Caltrans/California Highway Patrol's Joint Policy Guidelines for Special Events on State Conventional Highways in Order to Obtain a Permit from Caltrans for the Elk Volunteer Fire Department's "Great Day in Elk" Parade, to be held in Elk, California, on Saturday, August 24, 2013 (Sponsor: Supervisor Hamburg)

Recommended Action/Motion: Adopt the Resolution as presented, authorizing the Chair to sign same; and further, direct the Clerk of the Board to forward copies of the Resolution to the District Permit Coordinator, Caltrans (Eureka), the California Highway Patrol, and the Elk Volunteer Fire Department.

(g)        Approval of Letter to California Coastal Commission Regarding Caltrans Guard Rail and Highway 1 Widening Project at the Navarro River (Sponsors: Supervisors Hamburg and McCowen)

Recommended Action/Motion: Approve the letter to the California Coastal Commission as submitted, and authorize the Chair to sign same.

(h)        Approval of Revised Bylaws of the Mendocino County Policy Council on Children & Youth/ Child Abuse Prevention Commission (PCCY/CAPC) (Sponsor: Supervisor Brown)

Recommended Action/Motion: Approve the proposed changes to amend the bylaws of the Policy Council on Children and Youth and the Child Abuse Prevention Commission.

(i)          Approval of the Board of Supervisors' Response to the 2012-2013 Grand Jury Report - "Cut Backs in Mental Health Services Impacting Law Enforcement"

Recommended Action/Motion: Approve the Board of Supervisors' response to the 2012-2013 Grand Jury Report - "Cut Backs in Mental Health Services Impacting Law Enforcement"; authorize Chair to sign and return original to the County Counsel office.

TRANSPORTATION

(m)      Adoption of Resolution Accepting the Findings and Recommendations of Traffic Study No. 13-01 and Declaring Intent to Establish a Prima Facie Speed Limit on a Portion of Mountain House Road, CR 111, Near MacMillan Drive, CR 114B (Sanel Area)

Recommended Action/Motion: By Resolution, accept Traffic Study No. 13-01, declare intent to establish speed zone recommended by Traffic Study No. 13-01, direct the Department of Transportation to prepare and submit an ordinance establishing prima facie speed limits as presented in Traffic Study 13-01, and authorize and direct the Department of Transportation to erect, place and maintain the appropriate traffic control devices.
