Members of the public are welcome to address the Board on items not listed on the agenda, but within the jurisdiction of the Board of Supervisors. The Board is prohibited by law from taking action on matters not on the agenda, but may ask questions to clarify the speaker's comment. The Board limits testimony on matters not on the agenda to 3 minutes per person and not more than 10 minutes for a particular subject at the discretion of the Chair of the Board.

Individuals wishing to address the Board under Public Expression are welcome to do so throughout the meeting. To best facilitate these items, please review and complete the public comment/speaker form available at the back of the Boardroom and present to the Clerk. COUNTY COUNSEL

(d)        Approval of Rental Agreement between the Mendocino County Fair and Apple Show (Association) and Sierra Nevada World Music Festival (Renter)

Recommended Action/Motion: Approve the rental agreement between the Mendocino County Fair and Apple Show (Association) and Sierra Nevada World Music Festival (Renter), and authorize Chair to sign same.

HEALTH AND HUMAN SERVICES AGENCY

(e)         Approval of Revenue Agreement 13-20301 with California Department of Public Health in the Amount of $160,776 to Provide Immunization Services for Fiscal Years 2013/14, 2014/15, 2015/16 and 2016/17; and Adoption of Resolution Providing Assurance of Review and Approval of  Revenue Agreement 13-20301

Recommended Action/Motion: Approve and authorize the Board Chair to accept and sign the California Department of Public Health Revenue Agreement 13-20301 in the amount of $160,776 to Provide Immunization Services for Fiscal Years 2013/14, 2014/15, 2015/16 and 2016/17; and Adopt resolution to provide assurance of review and approval of revenue agreement 13-20301; and Authorize the HHSA Director to Sign any Future Amendments to the Agreement that do not affect the annual maximum amount.

(f)          Authorization for the Mendocino County Health and Human Services Agency (HHSA) Behavioral Health & Recovery Services (BHRS) to Apply for the Investment In Mental Health Wellness Act of 2013 Mental Health Triage Personnel Revenue Grant

Recommended Action/Motion: Authorize Mendocino County HHSA Behavioral Health & Recovery Services to submit the Investment in Mental Health Wellness Act of 2013 Mental Health Triage Personnel Revenue Grant application to the Mental Health Services Oversight and Accountability Commission (MHSOAC) by January 3, 2014.

(g)        Authorization for the Mendocino County Health and Human Services Agency (HHSA) Behavioral Health & Recovery Services (BHRS) to Apply for the Investment in Mental Health Wellness Revenue Grant Program

Recommended Action/Motion: Authorize Mendocino County HHSA Behavioral Health & Recovery Services to submit the SB 82 Wellness Act of 2013: Investment in Mental Health Wellness Revenue Grant application to the California Health Facilities Financing Authority (CHFFA) by January 22, 2014; and authorize Chair to sign application certification.

LIBRARY

(h)        Approval of the Submission of Early Learning with Families (ELF) 2.0 Targeted Allocation Opportunity Application in the Amount of Up to $10,000 for the Period of January 1, 2014 -June 1, 2014

Recommended Action/Motion: Approve the submission of ELF 2.0 grant application.

TRANSPORTATION

(i)          Acceptance of an Overflight Easement above Minor Subdivision No. MS 6-2010 (Travis/Blue Sky Investments), Located in the East Part of Covelo, on the South Side of Grange Street (CR 334B) and East of High School Street (CR 335A) at 23675 Grange Street (Covelo Area)

Recommended Action/Motion: By Minute Order, accept the Overflight Easement for the purposes specified thereon and direct the Clerk of the Board to deliver the deed to the Recorder for recording.

(j)          Adoption of Resolution Approving Airport Capital Improvement Plans for the Little River and Round Valley Airports for Fiscal Years 2015 - 2019 (Little River and Covelo Areas)

Recommended Action/Motion: By Resolution, authorize the Board Chair to sign the Resolution Approving the Airport Capital Improvement Plans for Little River Airport and Round Valley Airport for Fiscal Years 2015 - 2019 and authorize the Director of Transportation to sign all pertinent documents required for processing.

(k)        Approval of the Air Quality Management District's Request to Amend the Professional Services Contract Between the District and Advanced Database Designs to Provide the Ability to Calculate Facility Emissions for the State and Federal Emissions Inventory Program in the District's Database, to Increase the Amount of the Contract by $25,000

Recommended Action/Motion: Approve the amendment to the Professional Services Contract with Advanced Database Design to provide the ability to calculate facility emissions for the state and federal Emissions Inventory Program in the District's Database, increasing the amount of the contract by $25,000, and authorizing the Air Pollution Control Officer to sign; authorize the Air Pollution Control Officer to sign any subsequent amendments to Contract No. 09-094 up to $25,000, utilizing funds previously budgeted and approved by the Board; and further provide a Minute Order to the District certifying the Board's action.
