the Mendocino County Fish and Game Commission for disbursement of $26,955 for

Recommended Action/Motion: Accept the presentation
recognizing and honoring Treasurer-Tax Collector, Shari L. Schapmire, for her
service and dedication to California Association of County Treasurers and Tax

Recommended Action/Motion: Approve the report from the
Drought Ad Hoc Committee.

of an Ordinance adding Chapter 9.42 to Title 9 of the Mendocino County Code,
titled "Disposable Food Ware."
7. Board of directors matters
The Mendocino County Board of Supervisors meets concurrently as the Board
of Directors of the: In-Home Supportive Services Public Authority Governing
Board; Mendocino County Air Quality Management District; Mendocino County
Library District; Mendocino County Public Facilities Corporation; Mendocino
County Water Agency; and the Board of Supervisors Acting as the Governing Board
of the Successor Agency for the Redevelopment Agency of the County of Mendocino.

Special Fire Tax Measure (Measure O), with the gubernatorial general election,
scheduled for Tuesday, November 4, 2014.

Resolution Renewing its Declaration of a Local Emergency and Extending the
Existence of a Local Emergency Due to Drought Conditions and Imminent Threat of
Disaster in Mendocino County Pursuant to Resolution No. 14-007, 14-008, 14-015, 14-033, 14-046, 14-056, and 14-069
(Sponsors: Executive Office and Sheriff's Office)
Recommended Action/Motion: Adopt the Resolution renewing
Mendocino County's declaration of a local emergency and extending the existing
local emergency due to drought conditions.
Recommended Action/Motion: Adopt the Resolution to
disband/sunset the Successor Agency of the Redevelopment Agency of the County
of Mendocino (SRDA), and authorize Chair to sign same; and direct staff to
transmit letters noticing disbandment to the affected representative agencies
of the Oversight Board.
HEALTH AND
HUMAN SERVICES AGENCY
Recommended Action/Motion: Approve and authorize the Board
Chair to sign Agreement with California Department of Social Services -
Adoptions in the amount of $320,841 to provide adoption services for Children
& Family System of Care in Fiscal Year 2014/2015 and authorize the HHSA
Director to sign any future amendments to the agreement that do not affect the
annual maximum amount.
Recommended Action/Motion: Approve and authorize the Board
Chair to sign the Agreement with Mendocino Coast Hospitality Center in the
amount of $95,039 to provide for the provision of the homeless shelter in Fort
Bragg and for homeless and indigent services in the coastal region in Fiscal
Year 2014-15; and Authorize the HHSA Director to Sign any Future Amendments to
the Agreement that do not affect the annual maximum amount.
Recommended Action/Motion: Approve the priorities report
forms for 2014 Zip Code Funding Priorities for potential state child
care/development funding.

Recommended Action/Motion: Approve the Professional
Services Agreement with the West Company and authorize the Director of Planning
and Building Services to sign and execute any future amendments that do not
increase the maximum agreement value.
PROBATION
Recommended Action/Motion: Approve the Agreement for
placement services with Del Norte County Bar-O-Boys Ranch, and authorize the
Chair to sign same.
Recommended Action/Motion: Approve the Agreement with the
Ford Street Project to provide a live-in vocational rehabilitation and
substance abuse program, and authorize the Chair to sign same.
SHERIFF-CORONER
Recommended Action/Motion: Approve the addition of two
Cisco switches at the cost of $4,431.27 to the County's list of approved fixed
assets.
TRANSPORTATION
Recommended Action/Motion: Adopt the Resolution accepting
the Grant Deed for Minor Subdivision No. MS 15-2007. Authorize the Chair to
sign the Certificate of Acceptance and direct the Clerk of the Board to deliver
the Grant Deed to the Recorder for recording.
(w) Adoption of
Resolution Approving Department of Transportation (DOT) Agreements (for a Total
Amount of $51,530) with and Accepting Grant Deeds Conveying Real Property from
Certain Landowners for the Acquisition of Rights of Way Needed for the Reconstruction and Widening Project of
East Side Potter Valley Road, CR 240, from M.P. 2.46 to M.P. 6.42 (Potter
Valley Area)
Recommended Action/Motion: Adopt the Resolution approving
DOT Agreements with the various landowners, accept the Grant Deeds conveying
real property from said various landowners, and authorize the Board Chair to
execute said Agreements and the Statutory Certificates of Acceptance. Direct the Clerk of the Board to submit the
Grant Deeds to County DOT office for further processing and recording. Direct County Auditor and County Assessor to
prorate real property taxes.
