Members of the public are welcome to address the Board on items not listed on the agenda, but within the jurisdiction of the Board of Supervisors. The Board is prohibited by law from taking action on matters not on the agenda, but may ask questions to clarify the speaker's comment. The Board limits testimony on matters not on the agenda to 3 minutes per person and not more than 10 minutes for a particular subject at the discretion of the Chair of the Board.

Individuals wishing to address the Board under Public Expression are welcome to do so throughout the meeting. Recommended Action/Motion: Provide direction to staff regarding matters of legislation.

Recommended Action/Motion: Conduct the interviews with the applicants, and appoint a Primary Member and an Alternate Member to the Mendocino County AAB.

Recommended Action/Motion: Discuss and give direction to staff regarding the preferred appointment process for Mendocino Historical Review Board applicants.

Recommended Action/Motion: Receive the informational presentation from the HSPG Ad Hoc Emergency Shelter Committee.

HUMAN RESOURCES

(f)          Adoption of Resolution Approving the Memorandum of Understanding Between the County of Mendocino and the Department Head Association for the Term of September 1, 2014 through August 31, 2015; and Approval of Associated Sideletter of Agreement

Recommended Action/Motion: Adopt the Resolution and approve Memorandum of Understanding between the County of Mendocino and the Department Head Association for the term of September 1, 2014 through August 31, 2015; approve associated Sideletter of Agreement and authorize Chair to sign same.

(g)        Adoption of Resolution Approving the Memorandum of Understanding Between the County of Mendocino and the Teamsters Local 856 (Probation Unit) for the Term of January 1, 2014 through September 30, 2015

Recommended Action/Motion: Adopt the Resolution and approve Memorandum of Understanding between the County of Mendocino and Teamsters Local 856 (Probation Unit) for the term of January 1, 2014 through September 30, 2015; and authorize Chair to sign same.

PLANNING AND BUILDING SERVICES

(h)        Adoption of Resolution Declaring Intention to Modify the Mendocino County Lodging Business Improvement District (BID)

Recommended Action/Motion: Adopt and authorize the Chair to sign the Resolution as submitted, and direct the Clerk to provide notice and set a public meeting for October 7, 2014 and a public hearing for December 2, 2014, on the modification.

(i)          Discussion and Direction Regarding the Implementation of General Plan and Ukiah Valley Area Plan Action Items and Direction Regarding the Planning and Building Services (PBS) 2014-2015 Advanced Planning Work Program

Recommended Action/Motion: Direct PBS to (1) complete General Plan and Ukiah Valley Area Plan implementation status reports and modify the Mitigation Monitoring and Reporting Plans for the General Plan and the Ukiah Valley Area Plan, and (2) approve the recommended PBS 2014-2015 advanced planning work plan.

SOLID WASTE

(j)          Discussion and Possible Adoption of a Resolution Rescinding the Declaration Made in Resolution No. 11-145 that Real Property Generally Described as APB 118-500-40-00 is Surplus Real Property, and Authorization of the Consideration of Such Property for Potential Use as Habitat Mitigation

Recommended Action/Motion: Adopt the Resolution authorizing the reservation of the parcel for possible conservation easement to provide habitat mitigation for proposed Central Coast solid waste transfer station development.
