(b) Report Out of the Ad Hoc Committee on the Potential Economic Impacts of Marijuana Legalization in Mendocino County Including Discussion and Possible Adoption of the North Coast Counties Marijuana Policy Statement
Recommended Action/Motion: Accept the report of the ad hoc committee; adopt the North Coast Counties Marijuana Policy Statement as an addendum to the County’s 2015 Legislative Platform and authorize the Chair to sign a joint letter of transmittal with the Chairs of the Boards of Supervisors of Del Norte, Humboldt, Lake, Sonoma and Trinity Counties; direct the County Executive Officer to transmit this policy statement to all rural counties and to communicate the County’s support to state legislators, CSAC and RCRC; and direct the Board designated representatives to CSAC and RCRC to advocate for policies consistent with the policy statement within each of their respective organizations.

Recommended Action/Motion: Introduce and waive reading of an ordinance amending Chapter 5.140 of Title 5 of the Mendocino County Code entitled “The Mendocino County Lodging Business Improvement District”.
(e) Discussion and Possible Adoption of a Resolution Opposing the Use of Pesticides by Caltrans in the Little Lake Valley Mitigation Areas (Sponsor: Supervisor Woodhouse)
Recommended Action/Motion: Adopt Resolution opposing the use of pesticides by Caltrans in the Little Lake Valley Mitigation Areas, authorizing the Chair to sign same, and direct staff to transmit the Resolution to Caltrans and other relevant agencies.
(f) Discussion and Possible Direction Regarding the Formation of a Working Group to Review Existing Fire Suppression Protocols and Funding of an Independent Study to Assess Fire Hazards Associated with Intentionally Killed Trees Left Standing on Commercial Timber Land (Sponsor: Supervisor Woodhouse)
Recommended Action/Motion: 1. The Board of Supervisors forms a working group, including the Fire Safe Council (FCS), to review existing fire suppression protocols and funding of an independent study to assess fire hazards associated with intentionally killed trees left standing on commercial timber land. 2. The Board of Supervisors appropriate $25,000 to the FSC to begin the CWPP update, focusing on the areas collectively identified as most vulnerable. 3. The Board of Supervisors request funding from the Board of Forestry (i.e., SRA funds) for a two-part study (cost estimate: $200,000). This study is proposed to analyze: a) the anticipated impact of the projected ongoing drought (currently 20% mortality) in Mendocino County; and b) based on that projected impact, an analysis of pre-fire control strategies. This study in Mendocino County would become a model for statewide fire preparation efforts.
MENDOCINO COUNTY AIR QUALITY MANAGEMENT DISTRICT
(a) Presentation and Request for Approval of the Proposed Dust Mitigation Grant Program Project Eligibility List and Authorization to Fund Projects as Proposed and Enter into a Contractual Agreement with Each of the Applicants that Outlines the Requirements Associated with These Funds
Recommended Action/Motion: Approve the proposed Dust Mitigation Grant Program Project Eligibility List. Authorize the District to fund projects as proposed and enter into a contractual agreement with each of the applicants that outlines the requirements associated with these funds. Request the Clerk of the Board to provide a Minute Order to the District of the Board’s decision.

Recommended Action/Motion: Approve amendment No. 1 to Board of Supervisors (BOS) Agreement No. 14-028 with Mendocino Private Industry Council (MPIC) increasing the dollar amount by $91,812 for a new total amount of $789,676 to provide Workforce Investment Act (WIA) program services delivery; authorize Chair to sign same; further authorize the Planning and Building Services Director to sign any future amendments to the contract that do not affect the annual maximum amount.
