(a) Presentation on Alliance for Rural Community Health (ARCH) Activities and Adoption of a Proclamation Recognizing August 9-15, 2015 as National Community Health Center Week in Mendocino County (Sponsor: Health and Human Services Agency)
Members of the public are welcome to address the Board on items not listed on the agenda, but within the jurisdiction of the Board of Supervisors. The Board is prohibited by law from taking action on matters not on the agenda, but may ask questions to clarify the speaker's comment. The Board limits testimony on matters not on the agenda to 3 minutes per person and not more than 10 minutes for a particular subject at the discretion of the Chair of the Board.
Individuals wishing to address the Board under Public Expression are welcome to do so throughout the meeting. 5. COUNTY EXECUTIVE OFFICE AND DEPARTMENTAL MATTERS
(a) Informational Update from Fire Safe Council (FCS) on Progress of Community Wildfire Protection Plan and Development of Scope of Work to Assess and Identify Strategies to Mitigate Pre-Fire Hazards; and Seek Possible Board Direction on Scope of Work
Recommended Action/Motion: Receive the informational update from the Fire Safe Council and provide further direction, as needed, to staff and FSC about the Scope of Work to assess and identify strategies, such as standing dead trees, to mitigate pre-fire hazards.
PLANNING AND BUILDING SERVICES
(b) Noticed Public Hearing - Continued Public Hearing of an Appeal by the Applicant, Tom Palley, of the Zoning Administrators Denial of Variance No. V 2014-0005, to Reduce the Setback for an Existing Single Family Residence in Covelo (Continued from March, 17, 2015)
Recommended Action/Motion: Continue the public hearing on Variance No. V 2014-0005 to October 6, 2015 to allow applicant, Tom Palley to complete the preparation and recordation of the No-Build Area Easement.

Recommended Action/Motion: Adopt Resolution and approve Memorandum of Understanding between the County of Mendocino and the Service Employees International Union, Local 1021 for the term of July 1, 2015 through June 30, 2017, and authorize Chair to sign same.

Recommended Action/Motion: Approve and authorize the Chair to sign the Agreement in the amount of $320,841 with California Department of Social Services - Adoptions to provide adoption services for Health and Human Services Agency Family and Childrens Services in Fiscal Year 2015-16; and authorize the Health and Human Services Agency Director to sign any future amendments to the Agreement that do not affect the annual maximum amount.
(d) Approval of Agreement with TLC Child and Family Services in the Amount of $696,006 to Provide Emergency Shelter Care for Children Placed by Health and Human Services Agency (HHSA) Family and Children's Services (FCS) in Fiscal Year 2015-16
Recommended Action/Motion: Approve and authorize the Chair to sign the Agreement with TLC Child and Family Services in the amount of $696,006 to provide emergency shelter care for children placed by HHSA FCS in Fiscal Year 2015-16; and authorize the HHSA Director to sign any future amendments to the Agreement that do not affect the annual maximum amount.

Recommended Action/Motion: Approve the Revised Joint Powers Agreement between the County of Sonoma and Mendocino for the Sonoma Mendocino Economic Development District Formation; and authorize the Chief Executive Officer to sign same.
(i) Adoption of Resolution Increasing Change Order Authority by $87,000 for a Total of $170,779, for Department of Transportation (DOT) Contract No. 140082 for Construction of the Calpella Community Safe Routes to School (SR2S) Project on North State Street, CR 104, and Moore Street, CR 229B (Calpella Area)
