Recommended Action/Motion: That the Board of Supervisors accepts
the report of the Chief Executive Officer.

Discussion and Possible Action Including Review, Adoption,
Amendment, Consideration or Ratification of Legislation Pursuant to the Adopted
Legislative Platform
Recommended Action/Motion: That the Board of Supervisors provides
direction to staff regarding matters of legislation.
Recommended Action/Motion: Consider the rent stabilization
ordinance, and provide direction to staff.

BUILDING SERVICES
Recommended Action/Motion: That the Board of Supervisors Approves
the report of the Planning and Building Services Interim Director.
Recommended Action/Motion: The Board of Supervisors approves Use
Permit and Reclamation Plan Renewal #UR 19-83/2005 and denies the appeal of the
May 17, 2012 decision of the Planning Commission, finding the project to be
consistent with the General Plan and Mendocino County Code Section 22.16
(Surface Mining and Reclamation).

7. Board of directors matters
The Mendocino County Board of Supervisors meets concurrently as the Board
of Directors of the: In-Home Supportive Services Public Authority Governing
Board; Mendocino County Air Quality Management District; Mendocino County
Library District; Mendocino County Public Facilities Corporation; Mendocino
County Water Agency; and the Board of Supervisors Acting as the Governing Board
of the Successor Agency for the Redevelopment Agency of the County of Mendocino.
MODIFICATIONS TO AGENDA
8. Modifications to Agenda
Items added
to the agenda subsequent to agenda publication, up to 72 hours in advance of
the meeting, pursuant to Government Code section 54954.
Recommended Action/Motion: That the Board adopt the proclamation as
presented, authorizing the Chair to sign the same.
Recommended Action/Motion: Approve Resolution authorizing the
Director of Environmental Health to execute an application and all necessary
documents for the 2012-2013 Local Enforcement Agency Grant in the amount of
$18,294; authorize the Mendocino County Health and Human Services Agency
Director to sign future renewal applications including any and all documents,
and/or subsequent amendments associated with the Local Enforcement Agency Grant
as per County Policy 25 for this grant from 2012-2017.
Recommended Action/Motion: That the Board ratify the letter of
support of AB 1961 as executed by the Chair.

Resolution Approving a Temporary Loan/Advance for Mendocino Coast Recreation
and Park District
Recommended Action/Motion: Approve district's request for temporary
loan of $389,336 from their 2012-13 tax revenues, and authorize chair to sign
Resolution.
Recommended Action/Motion: Approve the Recommended 2012-13 Budget
per the Auditor's summary tabulation sheet.
HEALTH AND HUMAN
SERVICES AGENCY
Recommended Action/Motion: Adopt Resolution authorizing the Chair
to sign the Workforce Investment Act (WIA) 2012/2014 Title I Master Subgrant
Agreement No. K386305 on behalf of the Workforce Investment Board and authorize
the HHSA Director to sign any future amendments to the agreement that do not
affect the annual maximum amount.
Recommended Action/Motion: Authorize and approve Board Chair to
sign agreement with Davis Guest Home, Inc. in the amount of $125,000 to provide
residential treatment for adults in fiscal-year 2012/2013; and authorize the
Health and Human Service Agency Director to sign any future amendments to the
agreement that do not increase the annual maximum amount.
Recommended Action/Motion: Approve and authorize the Board Chair to
sign agreement with Mendocino County Youth Project in the amount of $389,000 to
provide specialty mental health services to children in fiscal year 2012/2013;
and authorize the Health and Human Services Agency Director to sign any future
amendments to the agreement that do not increase the annual maximum amount.
Recommended Action/Motion: Approve and authorize the Board Chair to
sign agreement with Redwood Children's Services in the amount of $4,845,000 to
provide specialty mental health services to children in fiscal year 2012/2013
and authorize the Health and Human Services Agency Director to sign any future
amendments to the agreement that do not increase the annual maximum amount.
Recommended Action/Motion: Approve and authorize the Board Chair to
sign agreement with Tapestry Family Services in the amount of $2,550,000 to
provide specialty mental health services to children in Fiscal Year 2012/2013; and
authorize the Health and Human Services Agency Director to sign any future
amendments to the agreement that do not increase the annual maximum amount.

Approval
of Amendment to BOS Agreement No. 12-003 with St. Vincent's School for Boys
(San Francisco, CA) Increasing Agreement Amount by $75,000 for a New Total
Agreement Amount of $175,000 to provide Mental Health Treatment to Children of Mendocino County in Fiscal Year 2011/2012
Recommended Action/Motion: Approve and authorize the Board Chair to
sign amendment to BOS agreement no. 12-003 with St. Vincent's School for Boys
increasing agreement amount by $75,000 for a new total agreement amount of
$175,000 to provide mental health treatment to children of Mendocino County in
FY 2011/2012; and authorize the Health and Human Service Agency Director to
sign any future amendments to the agreement that do not affect the annual
maximum amount.
Recommended Action/Motion: Approve and authorize the Board Chair to
sign personal services agreement with John Garratt, M.D., in the amount of
$98,000 to provide psychiatric services in Fiscal-Year 2012/2013; and authorize
the Health and Human Services Agency Director to sign any future amendments to
the agreement that do not increase the annual maximum amount.

BUILDING SERVICES
Recommended Action/Motion: That the Board of Supervisors authorizes
the Department of Planning and Building Services to destroy stored AVA files
pursuant to the pertinent Government Code sections as listed above.
SHERIFF-CORONER
Recommended Action/Motion: The Board of Supervisors approves the
agreement with Canteen Services of Ukiah to Provide Inmate Commissary Services,
authorizing the Chair to sign same.

Approval
of Application for Outdoor Festival Permit for the Mendocino Music Festival for
July 2012
Recommended Action/Motion: Approve the application for the annual
Mendocino Music Festival 2012.
