Recommended Action/Motion: Direct staff to competitively procure a PACE program operator to create a new funding mechanism for energy improvements within Mendocino County; further direct staff to return to the BOS for approval before entering into any related contracts.

Recommended Action/Motion: The Board of Supervisors approves a letter of support for the City of Fort Bragg's grant application for the Fort Bragg Coastal Trail and Restoration Project.

(g)        Approval of Letter to Caltrans and the California Department of Parks and Recreation Supporting the Designation of the State Parks Haul Road as a Segment of the Pacific Coast Bike Route (Fort Bragg Area) - Sponsor: Supervisor Smith

Recommended Action/Motion: That the Board of Supervisors approves the letter to Caltrans and the California Department of Parks and Recreation supporting the designation of the State Parks Haul Road as a segment of the Pacific Coast Bike Route, and authorize the Chair to sign same.

(h)        Approval of Fort Bragg Town Hall as the Location of the Tuesday, October 16, 2012, Off-Site Meeting of the Board of Supervisors - Sponsors: Supervisor McCowen and Executive Office

Recommended Action/Motion: The Board of Supervisors approves the designation of Fort Bragg Town Hall as the location of the October 16, 2012, Board meeting.

(i)          Approval of the Mendocino Water Conservation and Fishery Advisory Board (MWCFAB) Recommended Projects that are to be Totally or Partially Funded from the Redwood Valley County Water District (RVCWD) Contract Fund - Sponsor: Supervisor Brown

Recommended Action/Motion: The Mendocino County Board of Supervisors approves the MWCFAB recommendation to submit the RVCWD letter listing the project proposals to be compensated by the RVCWD Fund to the SCWA along with the proper backup information, and to allow for the additional proceeds since the last accounting from the sale of surplus water to be deposited into the RVCWD Fund held by the County of Mendocino.

EXECUTIVE OFFICE

(j)          Acceptance of the County of Mendocino Communication Plan Progress Report - Sponsors: Executive Office and Health and Human Services Agency

Recommended Action/Motion: That the Board accept the written progress report on the County Communication Plan. (Information only; no action required.)

(k)        Adoption of Resolution Authorizing the Covelo Fire Protection District to Enter Into a Cooperative Agreement with the California Department of Forestry and Fire Protection (CAL FIRE) for the Loan of Federal Excess Personal Property (FEPP)

Recommended Action/Motion: Adopt the Resolution authorizing the Covelo Fire Protection District to enter into a cooperative agreement with the California Department of Forestry and Fire Protection (CAL FIRE) for the loan of Federal Excess Personal Property (FEPP).

(l)          Approval of Initiation of Title III Projects, Pursuant to Resolution No. 12-109 and Sections 102(a)(1)(B) and 103, of the Reauthorization of the Secure Rural Schools and Community Self-Determination Act of 2000

Recommended Action/Motion: It is recommended that the Board of Supervisors approve the recommendation to initiate projects for Title III, pursuant to Resolution No. 12-109 and Sections 102(a)(1)(B) and 109 related to the Reauthorization of the Secure Rural Schools and Community Self-Determination Act of 2000 further initiating projects for the Mendocino County Fire Safe Council and the Mendocino County Sheriff's Office Search and Rescue Reserve.

(m)      Authorization for the Executive Office to Transmit a Letter to the Savings Bank of Mendocino County (Bank), Stating the County's Acknowledgment of, and Lack of Opposition to, a $500,000 Loan the Bank Approved for Agwood Mill & Lumber Co.

Recommended Action/Motion: Authorize the Executive Office to transmit a letter to the Savings Bank, stating the County's acknowledgment of, and lack of opposition to, a $500,000 loan the bank has approved for the Agwood Mill & Lumber Company.

HEALTH AND HUMAN SERVICES AGENCY

(n)        Approval of Agreement with Ford Street Project, Inc. in the Amount of $97,114 to Provide Supportive Housing Program (SHP), Seamless Transition Empowerment Program (STEP) in Fiscal Year 2012/2013

Recommended Action/Motion: Approve and authorize the Board Chair to sign agreement with Ford Street Project, Inc. in the amount of $97,114 to provide Supportive Housing Program (SHP), Seamless Transition Empowerment Program (STEP) in Fiscal Year 2012/2013; and authorize the HHSA Director to sign any future amendments to the agreement that do not increase the annual maximum amount.

(o)        Approval of Agreement with Mendocino Coast Hospitality Center, Inc. in the Amount of  $72,188 to Provide Supportive Housing Program (SHP), Seamless Transition Empowerment Program (STEP) in Fiscal Year 2012/2013

Recommended Action/Motion: Approve agreement with Mendocino Coast Hospitality Center, Inc. in the amount of $72,188 to provide Supportive Housing Program (SHP), Seamless Transition Empowerment Program (STEP) in Fiscal Year 2012/2013; and authorize the HHSA Director to sign any future amendments to the agreement that do not increase the annual maximum amount.

(p)        Approval of Agreement with Mendocino County Youth Project in the Amount of $62,500 to Provide Collaboration Services for Children, Youth and Families in Fiscal Year 2012/2013

Recommended Action/Motion: Approve and authorize the Board Chair to sign agreement with Mendocino County Youth Project in the amount of $62,500 to provide prevention collaboration services for children, youth and families in Fiscal Year 2012/2013; and authorize the HHSA Director to sign any future amendments to the agreement that do not increase the annual maximum amount.

(q)        Approval of Agreement with Redwood Children's Services, Inc. in the Amount of $277,839 to Provide Housing and Services to Assist Emancipated Foster/Probation Youth in Fiscal Year 2012/2013

PLANNING AND BUILDING SERVICES

(u)        Approval of Private Road Name Petition No. RN 6-2012 - Eagle Rock Road, Hopland

Recommended Action/Motion: Finding Private Road Name Petition RN 6-2012 to be in conformance with Mendocino County Code 18.16.070, the Board of Supervisors approves and adopts "Eagle Rock Road" as the name for this private road and directs the Department of Planning and Building Services to assign the proper addresses.

(v)        Authorization of the Issuance of Coastal Development Permit No. 4-2012 (Brigham/Wynn)

Recommended Action/Motion: That the Board of Supervisors authorizes the issuance of Coastal Development Permit No. 4-2012.

PROBATION

(w)       Approval of Agreement between Mendocino County Juvenile Hall and Pacific Redwood Medical Group (PRMG) to Provide Health and Medical Services to Youth Incarcerated in Juvenile Hall

Recommended Action/Motion: Approve the agreement between Mendocino County Juvenile Hall and Pacific Redwood Medical Group (PRMG).

TRANSPORTATION

(x)        Adoption of an Ordinance Amending Mendocino County Code Section 15.12.010 - Recognizing and Establishing Angle Parking on Certain County Roads in Calpella, Covelo, Forks, Redwood Valley, Mendocino and Ukiah Areas

Recommended Action/Motion: Adopt the Ordinance amending Mendocino County Code Section 15.12.010 as submitted.

(y)         Adoption of Resolution Approving Parcel Map for Minor Subdivision No. CDMS 1-2009 (Wiegand) and Accepting on Behalf of the Public, Item A as Designated on Said Map for the Purposes Specified Thereon, Located Within the Coastal Zone 1.5± Miles Northeast of Anchor Bay, Lying on Both Sides of Fish Rock Road (CR 122), 0.5± Miles West of Its Intersection with Old Stage Road (CR.502) (Gualala Area)

Recommended Action/Motion: By Resolution, approve the Parcel Map for Minor Subdivision No. CDMS 1-2009, authorize the Clerk of the Board to sign said Parcel Map authorizing its filing, and accepting on behalf of the public, Item A as designated on the map for the purposes specified thereon. Direct the Clerk of the Board to deliver the map to the Recorder for processing and recording.
