Members of the public are welcome to address the Board on items not listed on the agenda, but within the jurisdiction of the Board of Supervisors. The Board is prohibited by law from taking action on matters not on the agenda, but may ask questions to clarify the speaker's comment. The Board limits testimony on matters not on the agenda to 3 minutes per person and not more than 10 minutes for a particular subject at the discretion of the Chair of the Board.

Individuals wishing to address the Board under Public Expression are welcome to do so throughout the meeting. To best facilitate these items, please review and complete the public comment/speaker form available at the back of the Boardroom and present to the Clerk. (c)         Discussion and Possible Action Regarding the Development of a Property Assessed Clean Energy (PACE) Program in the Unincorporated Areas of the County of Mendocino

Recommended Action/Motion: The Board of Supervisors give direction to staff regarding the potential development of a PACE Program in the Unincorporated Areas of the County of Mendocino.

HEALTH AND HUMAN SERVICES AGENCY

(d)        Discussion and Possible Appointment of an Ad Hoc Committee to Research and Give Recommendations to the Board of Supervisors on a Revision of the Mendocino County Veterans Buildings Rules and Regulations

Recommended Action/Motion: Appoint an ad hoc committee consisting of Supervisor ______ and Supervisor ___________ to discuss and research a possible revision of the Mendocino County Veterans Buildings Rules and Regulations in particular to use and fees.

(c)         Adoption of Resolution Approving the Memorandum of Agreement (MOA) between the United States Forest Service, the Bureau of Land Management, and the County of Mendocino for the Purposes of Enhancing Mutual Communication (Sponsor: Supervisors Pinches and Brown)

Recommended Action/Motion: That the Board of Supervisors hereby adopts the Resolution as presented, authorizing the Chair to sign same.

The Mendocino County Board of Supervisors meets concurrently as the Board of Directors of the: In-Home Supportive Services Public Authority Governing Board; Mendocino County Air Quality Management District; Mendocino County Library District; Mendocino County Public Facilities Corporation; Mendocino County Water Agency; and the Board of Supervisors Acting as the Governing Board of the Successor Agency for the Redevelopment Agency of the County of Mendocino.

(i)          Approval of Agreement with Ford Street Project, Inc. in the Amount of $190,860 to Provide Transition Housing for Mendocino County Dependency Drug Court Grant Clients as Outlined and Provided for in the Grant in Fiscal Year 2012/2013

Recommended Action/Motion: Approve and authorize the Board Chair to sign the Agreement with Ford Street Project, Inc. in the amount of $190,860 to provide transition housing for Mendocino County Dependency Drug Court Grant clients as outlined and provided for in the Grant in fiscal year 2012/2013; and authorize the HHSA Director to sign any future amendments to the agreement that do not increase the annual maximum amount.

(j)          Approval of Agreement with Redwood Children's Services (RCS) in the Amount of $180,000 to Provide Supported Housing for Transition-age Youth in Fiscal Year 2012/2013

Recommended Action/Motion: Approve and authorize the Board Chair to sign the agreement with Redwood Children's Services (RCS) in the amount of $180,000 to provide supported housing for transition-age youth in fiscal year 2012/2013; and authorize the HHSA Director to sign any future amendments to the agreement that do not increase the annual maximum amount.

HUMAN RESOURCES

(k)        Adoption of Resolution Amending Position Allocation Table as Follows:  Add Senior Program Manager (1 FTE) MA40 Budget Unit 0418; Delete Department Information Systems Manager (1 FTE) MA40 Budget Unit 5010

Recommended Action/Motion: It is recommended the Board adopt the Resolution amending the Position Allocation Table as follows: add Senior Program Manager MA40 (1 FTE) Budget Unit 0418; delete Department Information Systems Manager (1 FTE) MA40 Budget Unit 5010, and authorize Chair to sign same.

PLANNING AND BUILDING SERVICES

(l)          Adoption of Private Road Name Petition #RN 4-2012 - Raven's Pike Road, Anderson Valley

Recommended Action/Motion: Finding Private Road Name Petition RN 4-2012 to be in conformance with Mendocino County Code 18.16.070, the Board of Supervisors approves and adopts 'Raven's Pike Road' as the name for this private road and directs the Department of Planning and Building Services to assign the proper addresses.

SOLID WASTE

(m)      Adoption of an Ordinance Amending Chapter 18.35 of the Mendocino County Code (Construction & Demolition Recycling & Reuse)

Recommended Action/Motion: Adopt the Ordinance amending Chapter 18.35 of Mendocino County Code.

TRANSPORTATION

(n)        Adoption of Resolution Approving Department of Transportation Agreement No. 120040, Professional Services Agreement with Geo-Logic Associates, for Preparation of Construction Plans, Specifications and Estimates for the Modifications to Caspar Landfill Sub-Surface Water (Leachate) Disposal System (Fort Bragg Area)

Recommended Action/Motion: By Resolution, approve DOT Agreement No. 120040, authorize Board Chair to execute the Agreement, and authorize the Director of Transportation (or his designated representative) to sign any and all amendments to the agreement that will not result in an increased cost beyond the contingency amount specified.

(o)        Adoption of Resolution Authorizing Department of Transportation to Issue Request for Proposals and Award Department of Transportation Agreement No. 120091, Consultant Agreement to Prepare County Safe Routes to School Plan (County-wide)

Recommended Action/Motion: By Resolution, authorize/direct the Director of Transportation to issue a Request for Proposals for DOT Agreement No. 120091 to prepare a County Safe Routes to School Plan by Consultant, select the highest-qualified proposal and - upon reaching a fair and reasonable price - award said Agreement to the successful Consultant.

(p)        Adoption of Resolution Authorizing the Director of Transportation to Award Department of Transportation Contract No. 120056, to Busch Construction and Electric, for Construction and Revitalization of Mendocino College Gateway Area on North State Street,   CR 104, at M.P. 1.44 (Ukiah Area)

Recommended Action/Motion: By Resolution, authorize/direct the Director of Transportation to award DOT Contract No. 120056.

(q)        Adoption of Resolution Authorizing the Director of Transportation to Execute Cooperative Work Agreement (CWA) Time Extensions (County Wide)

Recommended Action/Motion: By Resolution, authorize the Director of Transportation, or his designated representative, to execute Cooperative Work Agreement time extensions on behalf of the County.
