Members of the public are welcome to address the Board on items not listed on the agenda, but within the jurisdiction of the Board of Supervisors. The Board is prohibited by law from taking action on matters not on the agenda, but may ask questions to clarify the speaker's comment. The Board limits testimony on matters not on the agenda to 3 minutes per person and not more than 10 minutes for a particular subject at the discretion of the Chair of the Board.

Individuals wishing to address the Board under Public Expression are welcome to do so throughout the meeting. To best facilitate these items, please review and complete the public comment/speaker form available at the back of the Boardroom and present to the Clerk. If you wish to submit written comments, please provide 10 copies to the Executive Office staff, located in the County Administration Center, Room 1010. All meetings are tape-recorded, so speakers are reminded to announce their names as they approach the podium.

Recommended Action/Motion: Provide direction to staff regarding matters of legislation.

(c)         Discussion and Possible Action Regarding the Brooktrails Ad Hoc Committee Recommended Scope and Time Frame for Issues Related to the Brooktrails Township and Community Service District

Recommended Action/Motion: Approve recommendation of the Brooktrails Ad Hoc Committee to meet with representatives of the Brooktrails Township Community Services District to discuss Brooktrails related issues, with a primary focus on lot consolidation strategies; and that the ad hoc return to the Board with a report and recommendations on Brooktrails lot consolidation, Teeter Plan and Housing Element related issues within 60 days.

HEALTH AND HUMAN SERVICES AGENCY

(d)        Introduction and Waive Reading of an Ordinance Adding Section 2.04.044 to Chapter 2.04 of the Mendocino County Code Titled Training Requirements for Peace Officers of the Health and Human Services Agency

Recommended Action/Motion: Introduce and waive the reading of an ordinance adding section 2.04.044 to Chapter 2.04 of the Mendocino County Code titled Training Requirements for Peace Officers of the Health and Human Services Agency.

6.    Board of Supervisors And Miscellaneous                                                                                            

(a)         Supervisors' Reports

(b)        Discussion and Possible Action Regarding the County of Mendocino Becoming a Signatory on the  Russian River Compact (Sponsors: Supervisors Brown and Hamburg)

Recommended Action/Motion: Authorize the County of Mendocino to become an official signatory to the Russian River Compact; and further authorize the Chair to sign the compact on behalf of the Mendocino County Board of Supervisors.

(c)         Informational Presentation to the Board of Supervisors on Child Abuse Prevention Programs Provided by Mendocino County's Children's Action Committee, Followed by Luncheon in Administration Center Foyer (Sponsors: Supervisors Hamburg and Brown)

Recommended Action/Motion: Receive informational presentation by the Children's Action Committee and partake in the luncheon immediately following in the Administration Center foyer.

BOARD OF SUPERVISORS

(e)        Adoption of Resolution Requesting Permission from California Highway Patrol (CHP) for the "Covelo Future Farmers of America (FFA) Field Day Parade" to be Held in Covelo, California, on Sunday, May 12, 2013, on State Route 162

Recommended Action/Motion: Adopt the Resolution requesting permission for the "Covelo FFA Field Day Parade" to be held in Covelo, California, on Sunday, May 12, 2013, and authorize the Clerk of the Board to forward copies of the resolution to the District Permit Coordinator, Caltrans (Eureka), the California Highway Patrol, and the Covelo FFA Advisor.

(f)          Approval of Letter of Support for SB 740 (Padilla) - Telecommunications: Universal Service Programs: California Advanced Services Fund (Sponsor: Supervisor Hamburg)

Recommended Action/Motion: Approve the letter of support for SB 740 (Padilla), and authorize the Chair to sign same.

HEALTH AND HUMAN SERVICES AGENCY

(g)        Approval of Agreement No. 12-10567 with California Department of Public Health for the Administration of the AIDS Drug Assistance Program (ADAP) Enrollment Process for a Three-Year Term Beginning July 1, 2012, through June 30, 2015, and Authorization of the Health and Human Services Agency Director or Designee to Sign Said Agreement

Recommended Action/Motion: Approve agreement no. 12-10567 with the California Department of Public Health for the administration of the AIDS Drug Assistance Program (ADAP) enrollment process for a three-year term beginning July 1, 2012, through June 30, 2015; and authorize the HHSA Director or designee to sign the agreement, and any future amendments to the agreement that do not increase the annual maximum amount.  Please supply one certified minute order.

HUMAN RESOURCES

(h)        Adoption of Resolution Amending Position Allocation Table as Follows:  Budget Unit 1110 Auditor-Controller: Add One (1) FTE Accountant

Recommended Action/Motion: Adopt the Resolution amending the Position Allocation Table as follows: add one (1) FTE Accountant to Budget Unit 1110 Auditor-Controller, and authorize Chair to sign the same.

(i)          Adoption of Resolution Amending Position Allocation Table as Follows: Budget Unit 2550 Probation Department (Juvenile Hall), Delete One (1) FTE Administrative Assistant; Budget Unit 2560 Probation Department, Add One (1) FTE Account Specialist III
