Members of the public are welcome to address the Board on items not listed on the agenda, but within the jurisdiction of the Board of Supervisors. The Board is prohibited by law from taking action on matters not on the agenda, but may ask questions to clarify the speaker's comment. The Board limits testimony on matters not on the agenda to 3 minutes per person and not more than 10 minutes for a particular subject at the discretion of the Chair of the Board.

Individuals wishing to address the Board under Public Expression are welcome to do so throughout the meeting. To best facilitate these items, please review and complete the public comment/speaker form available at the back of the Boardroom and present to the Clerk. If you wish to submit written comments, please provide 10 copies to the Executive Office staff, located in the County Administration Center, Room 1010. Recommended Action/Motion: Receive the presentation by Dr. Marvin Trotter in dedication of a psychiatric emergency room to honor the memory of Dr. Doug Rosoff, and Mendocino County's employee contributions to the psychiatric emergency room renaming fund through an optional employee payroll deduction account.

(d)        Discussion and Possible Action Regarding Intergovernmental Memorandum of Understanding (MOU) between the County of Mendocino, Ukiah Valley Fire District, and the Pinoleville Pomo Nation Concerning Mitigation for Off Reservation Impacts Resulting from the Tribe's Casino and Hotel Project

Recommended Action/Motion: Approve the intergovernmental MOU between the County of Mendocino, Ukiah Valley Fire District, and the Pinoleville Pomo Nation concerning mitigation for off reservation impacts resulting from the Tribe's casino and hotel project, and authorize the Chair to sign same.

(d)        Adoption of an Ordinance Adding Section 2.04.044 to Chapter 2.04 of the Mendocino County Code Titled "Training Requirements for Peace Officers of the Health and Human Services Agency"

Recommended Action/Motion: Adopt the Ordinance adding section 2.04.044 to Chapter 2.04 of the Mendocino County Code titled "Training Requirements for Peace Officers of the Health and Human Services Agency."

(e)        Approval of Agreement with California Department of Social Services - Adoptions in the Amount of $320,841 to Provide Adoption Services for Children & Family System of Care in Fiscal Year 2012/2013

Recommended Action/Motion: Approve and authorize the Chair to sign the agreement with California Department of Social Services - Adoptions in the amount of $320,841 to provide adoption services for Children & Family System of Care in Fiscal Year 2012/2013; further authorize the HHSA Director to sign any future amendments to the agreement that do not increase the annual maximum amount.

(f)          Adoption of Resolution Amending Position Allocation Table as Follows:  Budget Unit 1160, General Services Agency, Delete One (1.0) FTE Staff Assistant III; Add One (1.0) FTE Supervising Staff Assistant

Recommended Action/Motion: Adopt the Resolution amending the Position Allocation Table as follows: Budget Unit 6110 Library, increase position No. 3926 Library Technician .8 FTE to one (1) FTE; and add one (1) FTE Librarian II, and authorize Chair to sign same.

SHERIFF-CORONER

(h)        Adoption of Resolution Approving an Agreement between Caltrans and the Mendocino County Sheriff's Office, Providing a Correctional Deputy and an Inmate Crew to Maintain the State Roadways of the County

Recommended Action/Motion: Adopt the Resolution approving the agreement between Caltrans and the Mendocino County Sheriff's Office, providing a correctional deputy and inmate crew; further authorize the Chair to sign said Resolution and agreement.
