Members of the public are welcome to address the Board on items not listed on the agenda, but within the jurisdiction of the Board of Supervisors. The Board is prohibited by law from taking action on matters not on the agenda, but may ask questions to clarify the speaker's comment. The Board limits testimony on matters not on the agenda to 3 minutes per person and not more than 10 minutes for a particular subject at the discretion of the Chair of the Board.

Individuals wishing to address the Board under Public Expression are welcome to do so throughout the meeting. ASSESSOR/CLERK-RECORDER

(c)         Noticed Public Hearing - Approval to Establish Shorter Williamson Act Contracts, Effective in Calendar Year 2015, Pursuant to State Statute (Sponsors: Agriculture, Assessor/Clerk-Recorder, and Planning and Building Services)

Recommended Action/Motion: Approve the establishment of shorter Williamson Act Contracts, effective in Calendar Year 2015, pursuant to State Statute, making the requisite finding pursuant to Government Code 16142.1(d), and direct staff to notify all affected landowners of the final decision and the right to prevent the reduction in term by serving the notice of non-renewal.

(d)        Presentation and Possible Direction to Staff for Options on State Assembly Bill 1421 (aka Laura's Law), Assisted Outpatient Treatment or Alternate Options

Recommended Action/Motion: Receive presentation and give direction to staff regarding the recommendation to implement a pilot program effective July 1, 2015.

HUMAN RESOURCES

(e)         Adoption of Resolution Approving the Memorandum of Understanding Between the County of Mendocino and the Mendocino County Management Association for the Term of October 1, 2014 through September 30, 2015; and Approval of Associated Sideletter of Agreement

Recommended Action/Motion: Adopt the Resolution and approve Memorandum of Understanding between the County of Mendocino and the Mendocino County Management Association for the term of October 1, 2014 through September 30, 2015; approve the Sideletter of Agreement; and authorize Chair to sign same.

PLANNING AND BUILDING SERVICES

(f)          Informational Update on the Status of the Mendocino Town Local Coastal Plan Amendment (LCPA) and Possible Direction or Consideration of Coastal Commission Comments Regarding the Submitted Mendocino Town LCPA

Recommended Action/Motion: Accept the Mendocino Town LCPA status report and, as necessary, direct PBS to respond to Coastal Commission comments regarding the LCPA.

(g)        Informational Update Regarding Issuance of Emergency Coastal Development Permit No. EM 1-2014

Recommended Action/Motion: No action necessary at this time; informational item.

Recommended Action/Motion: Accept the report from the Drought Ad Hoc Committee.

(c)         Approval of Agreement Amendment for Carmel J. Angelo as County of Mendocino Chief Executive Officer in the Amount of $180,000 Annually (Sponsor: Board of Supervisors)

Recommended Action/Motion: Approve the terms of employment as set forth in the Employment Agreement for Carmel J. Angelo, and authorize Chair to sign same.

(d)        Discussion and Direction Regarding Possible Appointment of Supervisors Gjerde and McCowen to an Ad Hoc Committee to Work with Staff on Issues Related to Proposed Modification of the Mendocino County Lodging Business Improvement District (MCLBID) (Sponsors: Supervisors Gjerde and McCowen)

Recommended Action/Motion: Appoint Supervisors Gjerde and McCowen as an ad hoc committee to work with staff and interested parties on issues related to the proposed changes to the MCLBID.

(c)         Approval of a One-Time Payment in the Amount of $26,200 to the Ford Street Project for the Operation of a Winter Homeless Shelter, and Approve the Necessary Budget Transfer

Recommended Action/Motion: Approve a one-time payment of $26,200 to the Ford Street Project for the operation of a winter homeless shelter, and sign the corresponding appropriations transfer form.

(d)        Approval to Provide Support in the Amount of $40,000 for a Half-Time Broadband Coordinator  (Sponsors: Executive Office and Planning and Building Services)

Recommended Action/Motion: Approve annual funding allocation in the amount of $40,000 to Budget Unit 2851 for a half-time broadband coordinator.

(e)         Approval of Agreement with Ford Street Project in the Amount of $60,000 to Repair Two Bathrooms to Provide Family Emergency Shelter Services in Fiscal Year 2014/2015

Recommended Action/Motion: Approve and authorize the Board Chair to sign agreement with Ford Street Project in the Amount of $60,000 to repair two bathrooms to provide Family Emergency Shelter Services in Fiscal Year 2014/2015.  Authorize the HHSA Director to sign any future amendments to the Agreement that do not increase the annual maximum amount.

(f)          Approval of Amended Agreement 10-NNA 23 V.1 with the State of California Department of Alcohol and Drug Programs (AODP) to Extend the Contract Period to June 30, 2014 and Receive an Amended Amount of $4,191,285 to Provide AODP Services in FY 2012-2014

Recommended Action/Motion: Approve and authorize the Board Chair to sign the amended agreement 10-NNA 23 V.1 with the State of California Department of Alcohol and Drugs to extend the contract period to June 30, 2014 and to receive an amended amount of $4,191,285; and authorize the HHSA BHRS Director to sign any future amendments to the agreement that do not affect the annual maximum amount.

(g)        Adoption of Resolution Authorizing Changes to the Position Allocation Table as Follows: Move One (1) FTE Account Specialist III from HHSA Budget Unit 4010 to HHSA Budget Unit 5010

(h)        Approval to Purchase Fixed Assets to Complete the Sheriff's Dispatch Remodel Project, Add the Items to the County's List of Approved Fixed Assets, and Sign the Corresponding Appropriations Transfer Form in the amount of $49,025

Recommended Action/Motion: Approve the purchase of fixed assets to complete the dispatch remodel project, add the items to the County's list of approved fixed assets, and sign the corresponding appropriations transfer form in the amount of $49,025.

(i)          Authorization for the Mendocino County Sheriff's Office to Apply for the Edward Byrne Memorial Justice Assistance Grant in the Amount of $220,000

Recommended Action/Motion: Authorize the Mendocino County Sheriff's Office to apply for the Edward Memorial Justice Assistance Grant in the amount of $220,000.
