On
May 15, 2006, the Board adopted Ordinance No. 4170, adding Chapter 5.140 to
Title 5 of the Mendocino County Code to create the Mendocino County Lodging
Business Improvement District (BID). The BID comprises
Lodging Businesses (as defined in 5.140.030 of Mendocino
County Code) that operate within the boundaries of the unincorporated portion of
the County of Mendocino and/or the incorporated area of the City of Fort Bragg,
the City of Point Arena, the City of Ukiah, and the City of
Willits.
The BID is funded through a 1% gross room rent assessment, which is collected from lodging businesses in both the incorporated and unincorporated areas of the county. The Ordinance requires the County to contract with the Mendocino County Lodging Association (MCLA) for the expenditure of BID funds; the Ordinance also requires the County to fund a 50% "match" of the BID Assessment, which is paid to either MCLA or the Mendocino County Promotional Alliance (MCPA) through a contract.
Ultimately, BID funds are utilized for the promotion of the county as specified in an Annual Report. This report is submitted by a BID Advisory Board and approved by the County Board of Supervisors prior to the expenditure of any BID funds in a fiscal year.
