The County Permit Place contains information about the County's land use development code.
Obtain information about business licenses from the Office of the County Treasurer-Tax Collector. The County Assessor-Clerk-Recorder accepts filing fictitious business name statements, abandonment, proofs of publication of such statements and withdrawal of partnership statements.
If you require information about doing business in one of Mendocino County's incorporated Cities, the Economic Development & Finance Corporation also has a Doing Business in Mendocino County Resource Guide that contains countywide information and navigation to City resources.
State of California business and community resources include information about the State Small Business Development Center Program and Permit & License online handbooks.

The County organization offers many resources and business services, including the County Economic Development Coordinator
who is available to help you make contact with local agencies and resources if you choose to start your business or conduct business in the unincorporated area of the County.
The County also offers a Business Loan Program to help local small businesses. The Loan Program is source of financing for expanding local businesses. Job creation is a primary goal and qualification for accessing the loan fund.

Economic Development and Financing Corporation (EDFC), is a nonprofit business assistance organization that was formed through a unique partnership between Mendocino County's four incorporated cities and the county to coordinate and support economic development activity countywide. If you are expanding an existing business or bringing a new business to our county, EDFC offers a loan program and other services.
West Company is a nonprofit economic development organization serving microenterprise owners in Mendocino County. Since 1988, West Company has assisted more than 1,005 businesses with business counseling, workshops, seminars and other programs. West Company also provides service as a local Small Business Development Center (SBDC). Funded by the U.S. Small Business Administration, the SBDC offers business counseling, workshops and seminars.
For local employment, workforce placement and training, the County offers Mendocino Works! the countywide one-stop center, and the Mendocino County Workforce Investment Board (WIB) that is comprised of representatives from private sector businesses, organized labor, community-based organizations, local government agencies and local education agencies.
