UpdateBackground. The Coastal Element of the Mendocino County General Plan was certified by the California Coastal Commission on November 20, 1985 and implementing ordinances were adopted in July of 1991. The County assumed coastal permitting authority in September of 1992 for all areas within the Coastal Zone except for the Town of Mendocino, areas within the Coastal Commission’s "area of original jurisdiction" and areas with pygmy soils and vegetation. The County assumed permitting jurisdiction for the Town of Mendocino in December 1996. The Local Coastal Program sets goals and policies for managing resource protection and development activity in the Coastal Zone of Mendocino County, an area that extends from the Humboldt County line to the Gualala River. The Local Coastal Program addresses topics such as shoreline access and public trails; development in scenic areas, hazardous areas, and coastal blufftops; environmentally sensitive habitat areas; cultural resources; transportation; public services; and more. The Local Coastal Program serves as an element of the General Plan and includes Zoning Regulations for the Coastal Zone, and its policies must be consistent with the goals of the California Coastal Act. Local Coastal Program Update. The proposed comprehensive update of the Local Coastal Program is intended to provide the mandatory review of the Local Coastal Program required by its policies, to identify particular issues which merit detailed study and to provide the necessary policy and ordinance amendments to ensure that Coastal Act policies are effectively implemented along Mendocino County’s 120+ miles of coastline. The initial phase of the Local Coastal Program Update will analyze natural resources, including environmentally sensitive habitat areas, agriculture, non-point pollution, public access, visual resources and coastal hazards. The work program for the initial phase of the Local Coastal Program update includes four tasks; data collection, evaluation of the Local Coastal Program, drafting of Local Coastal Program amendments and public participation.
